Even the lower voltage of 13,000 is extremely hard to insulate and magnetically shield in order to bury it below the ground. The cost of doing that is usually prohibitive, especially given that these lines are tapped or connected to several times in each city block. These tap connections are even harder to insulate and shield. The maintenance and unavoidable outages are unacceptable to utilities. Another issue is the need to switch off, or isolate, sections of the power circuit for maintenance, repair, or additional tapping connections. The devices to do this switching underground are expensive, complicated, and prone to failure.
