It is most definitely not a fashion element. “Pre shrunk garments” means that it has been made from pre shrunk fabric yardage. Technically it needs to be shrunk before stitching so that it gets uniform shrinkage in all directions without any external hindrance. If the garment is shrunk after construction, the seams in different directions provide hindrance to the uniformity of the shrinkage. Thus the sizing of the product changes.
To choose the best paint, I would suggest you first test the paint on a piece of paper. Let it dry and see how it impacts the flexibility of the paper. The reason I suggest a piece of paper rather than a piece of fabric is because the flexibility of fabrics is a combination of the flexibility of the fibers, the ability of the fibers to move in the yarns, and the ability of the yarns to move in the fabric. These last two will always be impacted by a binder, even a flexible one, because it is a glue after all. So, if you test the paint on a piece of fabric, you will not really know how much rigidity comes from the rigidity of the paint, and how much comes for the fact that the paint glued together fibers and yarns. In paper, the fibers are already glued together, so the additional rigidity may come a bit from the additional thickness, but if you apply a thin layer, it will comes almost exclusively from the paint. When you found a paint that’s really flexible, you will know it will last a long time on a fabric that is worn and washed often, because it will not break down when flexed
